RECEIVE BOOST FROM TRUE POSITION'S AGREEMENT WITH THE WILKINS GROUP

Deployment Effort to Support Wireless Providers' Efforts in Meeting
Federal Requirements
Richardson, TX and King of Prussia, PA, June 30, 2004 – Wireless
network providers striving to meet federally mandated implementation
timelines for deploying Enhanced 911 (E911) services will receive
additional support from an agreement announced today by The Wilkins
Group, Inc. and TruePosition, Inc. The agreement between The Wilkins
Group (WGI), a nationwide telecommunications and Internet services
company and TruePosition, Inc., a leading provider of location-based
technologies, will increasethe deployment of TruePosition’s Finder™
technology, thus enabling carriers to provide wireless telephone
subscribers in the United States with Enhanced 911 service.

be working with TruePosition to deploy a reliable, national 911

Wireless Division. “The real benefit of the technology is to help
public safety agencies save lives by determining the location of
subscribers making 911 calls from wireless phones.”
Under this new
agreement, WGI will support the ongoing installation of TruePosition’s
Uplink-Time Difference of Arrival (U-TDOA) technology. The additional
deployment resources will advance the goal of providing E911 services
in the wireless service providers’ networks. The agreement will help
meet the needs of public safety agencies and the requirements of the
Federal Communication Commission's (FCC) E911 Phase II mandate.

By December 2005, the
FCC is requiring wireless carriers to complete deployment Phase II of
E911, which means E911 calls must be successfully located within 100
meters, 67% of the time and within 300 meters, 95% of the time.
